Establishing what a knowledge base actually understands by making it commit and letting
something outside it mark the result. **Public Domains** verify against the **market**; **Private Domains**
verify against the **operator's own resolved record** (dated positions on their live questions, resolved by
them at the horizon). Verification is a **readout, never an input** — the day an expert is tuned on its own
score, Goodhart takes the moat.
