Committed Streams folded into continuity: the war-room commit. It interleaves a set of streams' priors by time and extends the domain forward from them. Streams + Merges are a global ledger shared across branches, made branch-relative via basisMergeIds. A Scenario round is a Merge — the round's plays assembled and played forward.
